I paid Bribe for Marriage Certificate

On 01-Aug-2015, i had been to Sub register office Holalkere(Inside Taluk office), I was asked to pay 700-/ rupees for Marriage certificate by "P. Manjunatha, Register of Marriage". But actual receipt given to me for 160/-rupees . Also other than this the person who work in same office to scan the document(His name Basavaraj), he asked 200-/ rupees for scanning fee and not given any receipt for it. But later i realized that only 160/- rupees is the fee and remaining is Bribe. I asked Basavarj who asked 200-/, he said it is fee to get the document on same day.
