I Paid Bribe for Getting Qualified Marriage Certificate

My marriage done on March Month. In the month of May myself and my Husband went to the Sub-Registrar, Wyra,Khammam for getting Marriage Certificate. We ask the concerned person what are the required documents for getting certificate. They said and we completed all the formalities and at the time of issuing certificate they ask "where is my fee?". We actually thought that there is some fee for getting marriage certificate and we ask how much?. He replied that Rs 1000/-,we shocked and ask Why?. He told that "it is common, i have to give something to my subordinates and superiors and for myself" and I have to pay to the Govt. also. We replied that k we will give that amount and we need any proof like challan,DD etc...,But they can't agreed for our proposal. Finally we pay 500/- and collect the certificate.
