Marriage Certificate costs you money... Real Money

I was married in Nov 2007 and wanted to get my marriage registered. So I went to a Registrar Office and applied for a Marriage Registration process.
I was put to hold to wait with my wife and friends (witnesses) although the sub registrar was sitting ideal in his cabin.
I went to his cabin , bypassing the clerk and asked him that why do I need to wait for his signature. He signed it immediately but then the clerk will only let me have the certificate with the Official Seal after I pay him for his "Chai paani" snack expenses.

I paid him 100 Rs after much negotiation and he handed me the certificate as if he was doing a favor to me.

Everything from stamps to A4 paper to photocopy to application form will cost you more money than normal. And on top of the official fee which is like Rs 20 You have to pay 5 times for getting the certificate.

I still feel part of corruption for bribing that clerk.
