I paid bribe to get Marriage Certificate. I did not have any choice. There was no straight answers being given to me when I inquired how to apply at the Registrations office in Pycrofts Road, Chennai. They just stall you to come through a tout. The tout charges thousands of rupees to apply and get you the marriage certificate. There are a number of such touts who sit outside the registrations office in the name of people who help others to fill application forms. These people charge enormous amount of money which only costs Rs. 15 as per the board placed in the office. People are not given a choice as nobody else is willing to take the forms or there is no proper procedure followed to take applications.
