Ration Inspectors Charge over 8000 INR to issue a Ration Card.

I shifted to Ghatkopar East last year. And ever since it had been over 9 months that the ration official has been unable to provide me with a Ration Card. They have rejected all my legal documents including House Agreement, electricity Bills, Land Line PHone Bills, Election Card.
All these proofs are legal and more than sufficient for issue of ration card. But on every visit he has his own reasons.

I even approched the local Ration Shop and Corporater for help. they provided me help by giving a Request letter on their behalf to issue and help me. Because without a ration card i wont be allowed to have a passport or Adhar Card.

The Inspector didn't pay heed, and threw away my letters on my face. As a insult and without getting the job done.

The Ration Inspectors, Ration Officers were Rude and Impolite as well as Unfit in their Educational English/Marathi/Hindi Language Background. Completely UNFIT considering their education Degrees. They seem to have got the post just with a Cast Certificate and no one has working Knowledge in the Office. Even the Newly appointed Young staff is ineffective, who dont even know how to take a print out or scan documents. Such People need to work as Peons, Laborers even with education degrees and not in a Office where the priority is Fast Documentation and Scanning.

After 3 months of headache and rejection. The Ration Officers below the Inspector, quietly told me in the ear to Provide 15000 rupees for the inspector for which he gaurenteed. . After crying and bargaining that all my proofs were legal and i stay there since a year, he reduced it to 10,000 and now 8000. .

I paid him 5000 INR and told him that rest will be given after work is done. It was all set, he accepted the Deal.

After 3 months, i went for inquiry that my card hasnt been issued. He failed to recognize me at first, but soon i pulled the threat of consumer court and police with loud voice he got his memory back. He asked for rest of money and a fresh set of documents. I gave him the documents and paid the rest. as i had no other option.

I have visited him every 15 days, and every time he has some reasons or other. it is now 8 months and still the work is pending.

I had my documents and Officer rechecked from the local corp-orator and Ration Shops. These both were very helpful, but they had warned me about this bribary. The officials don't work, are lazy and stubborn and even money doesn't make them move. They torch-er people with their authority because no other officer is allowed to enter their area and issue cards. And having so much authority and power in their hands, that they even threaten local politicians, police and even ration shops.

I am a salaried person. Loosing money is not an issue for me. But i want to fight back because this is not ONLY happening with me, but with Those Poor people who are deprived of their rights.

Without ration cards poor people cannot show their entity with passport or voting cards or even the adhar card.

How can a poor person afford 15000 rupees bribe whose monthly salary is below 5000 ?? do these government officials even understand how much it takes to earn 5000 INR.

Legal But made Illegal due to Whose Fault ???
Why such Hunger for Money ??

If he is taking 15000 for 1 card, then how much is that Inspector and Ration Officer earning in a day or month ?

Is that the way ?? Don't they get salary from government to do their own job Legally ?

Over that their attitude is clearly of a Rude Person, who has NO KNOWLEDGE and HOGS money to WORK like a Stubborn Lazy Pig... This is what the Ghatkopar east Ration Office has Become. . All officials earn so much that they don't want to work any more. or they dont even know what they are doing.
