Senior Sub Register, Dibrugarh ask for Bribe

Yesterday 13/12/12 i went for register my marriage at the sub Register office, Dibrugarh, before the marriage the senior sub register ask for Rs 2000 as fees, when i complain he told that i have to pay otherwise the marriage will not be registered. And he complied me to pay him Rs 2000/-.
