I went to apply marriage certificate in the Registrar Office, Saram, Pondicherry. I filled in the application and paid the fee, and I enquired where to submit the application on the front desk. He didn't respond to my question and told me the person in-charge is would come. He asked me to wait. I waited more than one hour, no one has come. I asked another person, he said the person whom I contacted first was in-charge for issuing marriage certificate. And informed me to give Rs.100 for issuing certificate. Then I gave bribe for the first time Rs.100, that person took the money and asked me to collect the certificate one week later. Finally I got.
