Took money in the name of official fee and did not give any receipt

On April 02, 2016 my wife and I went for marriage registration and marriage certificate to the Shanti Nagar Sub-registrar's office near Shanti Nagar bus depot. The whole process went smoothly and we were issued 2 copies of certificate at around 3PM. Right after issuing the certificates, the assistant to the sub registrar (do not know his name), asked me to give him Rs. 1500 fee for this. I felt suspicious as no one mentioned this much fee to us earlier. When I asked him if it is the official fee, he said official fee is Rs. 165 per copy of certificate and asked me to pay Rs. 1000. I questioned him on why 1000, so he pointed me to the sub registrar and asked me to pay the fee to him directly. I took out a Rs. 500 note and then the same assistant asked something from the sub-registrar and then asked me to give money to himself. When I gave him the money, he did not return me any balance or any receipt.
Later on when I searched on internet, I got to know that there is no official fee. Rs. 500 he took, went to his pocket.
