RTO asking for Bribe for number registration.

Hi,

I am going to buy a maruti car and for registration of the number, the maruti dealer informed me that the RTO chaps are asking for bribe of INR 20,000/- for especial number registration and on top of that INR 5,000/- additional for them. Total of 25,000/-.

Please assist me.
