For address transfer and Gas endorsement

I was asked to pay 4000 to do address transfer and Gas kit endorsement by the middleman. The brake inspector (vehicle inspector) did not even see my vehicle and sighned the papers. The actual government prescribed fees is Rs 150 for both the job.
