My uncle who lives in the Netherlands required his birth certificate with an apostille stamp by the MEA. His birth certificate was from Bihar but the district now falls under Jharkhand. The officials concerned refused to acknowledge the authenticity of the document. I even went to the state houses of Bihar & Jharkhand who were of no help. The RC of the Jharkhand state house advised to me pay a bribe & get the document stamped the next day while official verification could take weeks. Due to the lack of time in hand i decided to hand over the money to an advocate sitting in the Patiala House court.
