Asked For Bribe just for police verification (passport)

This is my first time, i have applied for passport online and it went well according to all the lawful procedure ( Passport Act,1967) in the passport office and even it went well in the Distict Tinsukia police station but the problem arised in my own town's police station, which is Digboi Police Station ,Digboi. Mr. Kuledhar Konwar( Officer in Charge) of the Digboi Police Station asked me bribe for no reason ,i was utterly confused as to whether it is a part of procedure under Passport Act,1967 to pay unspecified fee for verifying my original documents or is he asking me for bribe? as i didn't responded him since i was confused , he asked my father to pay him for no reason which is not legal and my father have to pay him since he was insisting. now i understood that why people fear visiting their local police stations, it is because of these blood sucking corrupted officers who illegally suck money out of people's hard earned money. what should i do to take action against him?
