Bribe for driving license in Jodhpur

I have spent quite a lot of money in the UK trying to get a driving license, failed once but finally managed to get one. With the driving lessons that I had taken, I applied for Indian license in Jodhpur. So that they do not fail me in the test (Which btw they were hardly looking at), they asked for Rs 1500, and since I had one day to finish it else I would have left back to UK for work, I had to give away this bribe. I was quite angry, but time was important and they apparently gauged that. I wish this process is bribe free, this is one of those things which one has to give something else they won't get license.
