Bribe during my passport verification

I applied for new passport and waiting for my verification. During verification police officer asked me to pay 2000/-. I said him that this is not the right thing but he said, you have to give otherwise verification will not be completed. I am a student so i started bargaining that guy and at last they took 500/-. After two days they call me for further document submission and asked me half a liter alcohol as bribe which i strictly oppose.
