Bribe for getting Passport signed for the first time

• Customs, Excise and Service Tax
• Customs Check and Clearance
• Paid INR 2,000

I had to bribe the official at the Shamshabad Airport, to get my passport stamped before boarding my flight to UK.
On being asked the official says,"You are going for the first time right".
I anyway had to pay the amount.
