Bribe at the international airport

I was travelling to singapore and had Rs. 50,000 worth of singapore dollars. The person at customs asked for a receipt of the dollars but I was not carrying it. SO they took me aside into their room and said that I can not take the flight and they will start their proceedings. When i asked what proceedings, they said the officer will come and explain... and kept delaying me. When i offered a bribe, they asked me to place 1000 rupees under the seat cushion and go out.
2-3 people were put through the same process in front of me.
