Bribe for a luggage trolley at the airport

I landed at Kolkata International airport. A man with a AAI approved badge comes towards me after immigration and offers me a luggage trolley. I was overwhelmed to see the courtesy thinking it to be a new initiative by the airport managers. But then the reality comes in front of me. He asks for money for tea and comes down from a demand of Rs 500 to Rs 200. From now on I do not accept a trolley from anyone who comes to offer me showing a false courtesy.
