Bribe for not Having NOC for my Vehicle

A totally drunk traffic police not even in uniform accompanied my other officials stopped me at secunderabad near YMCA. I was gtravelling in my KL Registration vehicle and unfortunately i got the vehicle 2 days prior to this incident from kerala and i dint have NOC or other relavant material.They demanded 3000 from me but i negotaited to 1000 and i was forced to pay it
