Bribe paid to correct the electrician's mistake

Electricity department personal incorrectly noted our electricity meter as "not running fine" and hence wrong bill was generated, though the meter was producing the correct reading. I paid 1300 bribe to get the bill corrected.Though it was their mistake, they were not willing to correct it without bribe.
