Bribe for Passport verification

I applied for passport providing our permanent address details(Which is illegal as per law as I am not staying at the address. Of course I reapplied with original details and got approved). For verification purpose the concerned police demanded 1000 and I paid the same. 3 more people before me paid 500 each.
But the officer says that as a fee and should be paid to get the process done. Even there are some illiterates who really thought that as a fee.
