Bribe in Sub Registrar office

My father and I went to register for power of attorney. After signing and putting the seal the girl who was helping us do the registration process asked for 3300 rs for scanning fees. I asked why is scanning so expensive. so she said that's the fees for the officers. I saud they are paid employees of govt. She said this is BRIBE. I was shocked. The name of tje person who signed was Vishwamitra or Vishwanath. And there were 2 women that were there to take pictures and thumb print. We had already taken DD for which we had paid 7070rs. This is too bad. Please take serious action.
