Bribe for telephone shifting

I have requested for shifting of my BSNL telephone line from Chandapura to Marasur as I moved to my own house. Marasur BSNL guy openly demanded for 1200 bribe to provide the connection. When I approached directly, the officials told that there is no line feasibility in your area. However I got the connection after bribing 1200 bugs.
