Bribe towards E-khata

I was forced to pay bribe since the agreement with seller was to soon expire. Despite of having all required docomuments I was forced to pay bribe. I had been at least 12 times to their office over 3 months.. Until I figured out its bribe that was lacking and not the documentation.
