Bribe for transferring card from hyderabad to another city

I paid a bribe of Rs.50 for getting my ration card transferred from hyderabad. All they had to do was issue a surrender certificate. there was a middle aged lady in the office, which istself was located ina filthy building in an unmarked side lane off balanagar. she asked me for Rs.50 to expedite the process,and since i was in a hurry i paid the bribe.
