I had all the documents to obtain a marriage certificate. But the lady sitting in office told me that the format of the letter were wrong and she talked very arrogantly. I did not have much knowledge about working of govt office. Outside a person met who told me how to prepare all formats and letter. Later he took 350 and another person (who himself called lawyer and told me that lawyer witness is must) took 500. And I was asked to pay 50 rs. for printing. A week later I got the marriage certificate.
I think there must be procedure written outside every govt organization and citizen charter is best way to prevent bribes.
