Can they really warn or fine because we were walking home at 6.45 PM on a street with no light???

I live in Durgapur, West Bengal and am an UG student at NIT Durgapur.
There's a sort of trail through a field just outside the college area and it often serves as a shortcut to get to the City Centre, where most of the shops are. I, along with a friend, was walking on this trail and suddenly a bike stopped beside us asked us to stop. Another car appeared out of a side street and there were a couple of uniformed cops inside. We were questioned as to our occupations and what we were doing in that area after dark. They asked us repeatedly if we had any female companions.

Finally we were taken to the local police station and 'fined' Rs 160 each. They said we were being 'warned' not to do such a thing again. It seems that the trail may not be very safe and we should not be in any dark area after sundown.

Can they really warn or fine someone because they were walking home at 6.45 PM because there were no lights on a street???
