Cant register a house-site purchased under loan without paying bribe in Gandhinagar, Vijayawada Registrar office.

Dear Sir,
I paid a bribe to get the house site registered in my name even after availing a loan and my personal savings. The registrar sent two messengers to personally terrify me that I made a wrong calculation on government value, whereas the same office 10 days before issued a valuation certificate of Rs:7500/- per square yard government rate. The registration fees of Rs:2,05,000/- was paid in the morning before proceeding for registration and everything was planned accordingly. I paid the seller the consideration in the morning after deducting the advance money. But the Registrar argument was the government price of per sq. yard is Rs:9000/- in that locality with new constructions coming up in the nearby vicinity which is not the case actually. By harassing me to pay another Rs:65,000/- as additional stamp duty or go for a pending registration, the Registrar was successful in bending me to pay a bribe of Rs:20,000/- for a registration value of Rs:15,00,000/- property (house site).
I dream of an India where bribes are not paid.... I am planning to purchase a site next month and this time I will seek the help of ACB before hand itself.
