Central Excise needs cash to move papers

A seemingly straightforward process of registering with the Central Excise Dept - no deviations, exceptions - all above board yet our facilitator insisted that a certain amount needed to be paid to get the 1st RC certificate and later to clear the site inspection. when asked "why" we were told that it is required for the papers to move. When asked what would happen if we did not cough up the money we were told that the concerned officials would keep asking for proofs, clarifications etc and that would go on forever.
Since the rest of the business was being held up by the excise bottleneck, it was decided to hand over the demanded amount.
The apprvals came soon after
But the unease within me remains....
