Cheated a pregnant woman for carrying extra weight(5 lbs) in luggage.

I was travelling with my 3 year old son and I was 7 months pregnant. When I was vhecking in the person in the custom informed me that the weight is 5 pounds more then what I should carry. To make this unofficial he asked me $30, so that I don't have to go through any other procedure. Till date I feel getting cheated when I was help less.
