Its an unwritten rule across country that bribe is mandatory to get passport verification. I had all documents plus more than what the passport office themselves wanted. But the police insisted on rationcard which is not issued at all for non-BPL these dates. They openly tell us that they will sit on the verification for ever if needed. After many trips and trails, I had to pay them pitying on my own helplessness
