Emigration officer asked for the bribe

I was getting out of India for the first time and the officer asked for a police verification certificate that I am clean. I told him that the proof that I have a my passport is a proof that I am clean and haven't committed any crime. His logic was what if you committed a crime after you committed one after you got your passport. The guy next to me in the line said he is demanding some bribe.
