"Fee" for processing small savings agents commission

My mother is a registered agent for the Small Savings Schemes operated by the Govt of India through the dept of posts. Every year, they have to submit a summary report of the business done for the year, to be eligible for a government incentive. The officer there openly takes 2000 rs alongwith the file - if you dont pay, he keeps sending you back for silly reasons and refuses to accept your documents.
