Forced bribe at Delhi airport

I have been to Delhi first time on 2007 and I was carrying metal made Hairpins & Bangles for my sisters & 1 DVD player. While scanning the customs people detected the metal parts and asked me to open my baggage. They checked & found satisfied with my baggage and said no problem and asked me to proceed to exit. But, since my baggage was having "x" mark made by the scanning peoples was noticed by a police man who was just standing on the exit way of air port. He was asking me the reason for that and explained him. But he did not accept and said that for DVD custom duty is applicable. Even after a long argument he asked me to show the bill. When I show him that, He simply asked me bribe saying that the model of DVD is dutiable. Then I am forced to pay him 500 INR to exit.
I hope to avoid such incidents the following things can be recommended for the Govt.
1. Fixing CCTV camera everywhere especially in the customs area of Airport
2. Customs office should keep a notice (Should be known to the public) for the list of Goods does not need customs duty. And for the goods which all applicable for customs duty should be listed with the applicable amount of duty so that the public could be aware of that.
This is what I feel.
