Had to pay bribe to get Passport application verified

Applied for passport in Feb 2010. But after 6 months on enquiring at the nearest police station found my application was gathering dust there as they thought "Nobody was intrested".
Was asked to pay Rs. 2000 cash to help them look after their children and they will verify the passport application.
