Head constable takes bribe for lodging a complaint

My mobile was stolen on 17th August, 2010 on a bus journey from Marathalli to Nagawara. I went to the HAL police station to lodge a complaint, the head constable was very adamant to lodge a FIR, he finally agrred to lodge a formal complaint but not an FIR.
I was asked to write a letter describing the incident, when I handed over the letter to him, he asked for chai-paani, i refused to give him, he then asked me to wait.Being ignorant of the situation i was waiting for him to call me back, he didnt call me for the next 2 hours, then one of the constables told me if i do not pay him he will not lodge a complaint, finally i agreed to pay him and he lodged a complaint, I felt so help less that i coundnt do anything abt it.
