I had to pay 2000 to get the Marriage Certificate

The tehsildar in our city(ZIRA) comes to office for just 30 mins in whole day and that also at unspecified time. The Reader(assistant) of tehsildar said that he will charge us Rs.10000 and will get the certificate done personally when tehsildar comes. I denied to pay it. Later on one of my relatives forced the Reader and made deal on 2000 and paid it there only without telling me. I was very angry at that. I had all the documents complete and all the witnesses with me. But due to absence of tehsildar Reader got opportunity to ask for Bribe. But this is bull **********. It is mistake of Tehsildar to stay absent for many days.
