I paid a bribe to traffic police

When i had been going, traffic police stopped me. i had a helmate, but i did not have PUC certificate. i had a RC book.
but it was in office. i had been going at home for lunch from office.
fine was around Rs.400. it was so huge. so i paid Rs. 100 to police.
if fine would have been less around 100 then i would have paid to government and would have taken acknowledgement slip.
fine should be less so people would be interested to pay fine.
