Issuance of Marriage Certificate

I was forced to fork out INR 1,500 to get my marriage certificate issued from the Pullad panchyat office. This is in the Pathanamitha District of Kerala. Since none of the govt staff have name tags, I could not find out their names. However, one thing was clear, the official was partially deaf, and I believe recruited through the quota system.
