Khatha transfer in JeevanBhimaNagar

I was asked for 15000 Rs for a Khatha transfer by ARO JeevanBhimaNagar. There are 2 units and hence 30000 is the demand. For paying the property taxes( since the online system errored out) they are asking for 20000 Rs as a bribe !!!
