I had to get my marriage certificate immidiately after my marriage as I live outside India & needed to apply for Visa for my wife immidiately. Before marriage when I enquired about the process, the staff there informed about everything & told that it would take atleast a week. There was no option like tatkal/ fast track. Also it needed an affidavit etc apart from marriage card & Marriage photo etc. All this administration sounded too much for me. I was told that the Advocates sitting outside the office would help me with all the paper if I need help..Now here the game starts....when I reached to one of them & told him my situation, he had a perfect plan for me with assurance that I will get the Certificate just the next day after marriage. He will prepare all the paper & asked inputs from me. When I went with my wife after marriage my file was put to the top of the pile of files personally by peon in front of the magistrat. He called us in & saw all docs & signed the certificate. I paid the money to the advocate sitting outside however I am sure it was divided with the staff members, Peon & signing officer. I had my certificate in my hand within few hours of my marriage with many people still waiting.
Improvements in process should be :
- There should be very less admin work for the public, one should be able to go there with all docs & rest is taken care by Dealing officer.
eg., If the affidavit etc is needed then the MCD staff member should have it printed for all & public should just have to sign with their details. This would eliminate the middle brokers etc
- There should be a fast track option also for those who need is early & can pay. The money then can go to Govt & used for Employee welfare for example.
I means those who can pay & need it fast then should have the option to do it in the right way rather than becoming prone to touts & corruption.
- I also think if there is a front office (operated by private company on KPI bases) between public & Babus then BABUs will not be able to be in contact with public.
- charges should be increased to reasonable levels and the cost of front office should be paid from this
- there should be incentives for BABUs also, on basis of Files/ cases solved per month. this will give them motivation to work efficiently to earn more if they want and in legal way
- for public below poverty line these services should be free.
- Otherwise same charges for all sections of socitey even Govt emplyees
