New BSNL Broadband connection Delayed due to not paying bribe to Lineman

I moved in to Pillappa Layout in Kodigehalli, Thindlu Main Road, Bangalore couple of months back, wanted a BSNL Broadband connection & Land Line to my home, my neiboughers had BSNL connection so decided to go to BSNL office in Vidhyaranyapura, Bangalore to enquire if BSNL would provide Broadband connection & Land Line to my home. The customer service directed me to contact Mr Muralidharan (I guess he is an Asst Engineer or Engineer) to find if the Broadband connection is feasible in that locality, Mr Muralidharan directed me to Lineman Mr Govindappa or Mr Vishnu Kumar to find if the Broadband connection can be provide. Both the Lineman visited my home to verify the feasibility and confirmed to Mr Muralidharan that the new Broadband connection can be provided. After the confirmation from Lineman that the new connection can be provided to my home Mr Muralidharan asked me to pay the deposit amount for the new connection.
I paid the initial deposit amount of Rs 500 on 5/8/2015 (Book No AH 046, Receipt No 090), next day i got a call from the customer support that my new Landline number would be 080-25451504 and advised me to communicate the details to Mr Muralidharan so that he can initiate the connection, i followed up couple of times with Mr Muralidharan and he mentioned that my connection would be completed within couple of days. Few days after that the Lineman Mr Govindappa or Mr Vishnu Kumar visited my place and demanded me to pay Rs 2500/- so that they can give me the connection, i asked what the money is for and if they will provide a receipt for the same, they said it is regular and once i pay the amount they will complete the connection. I know it they are asking for bribe and so i decided not to pay the bribe and wait until they finish giving connection, since i did not pay them the demanded money they just left saying they will come back again. I called them couple of times to find when they will come and give the connection and they kept demanding money so i decided not to call them anymore. I heard from other BSNL customers that both the Lineman are very currept and will demand and extract money before doing any job. I have decide not to pay any bribe to these guys and it is already 45days now and there is no new connection yet.
