New Gas Connection

I am residing in Madangir Village at New Delhi 62. I Apply for the New Gas Connection in Maheswari Gas Agency at first he refuse to me for the new connection but when i show my papers then after one months he ready. At that time when i registered that time Government free for new connection was 2200.00 but he told me to pay 3200.00 and when he issue the bill he did not mentioned 1000.00 Rs. when i asked about it then he refuse to say anything but i was needy then i can't do anything that time.
