NOC certificate for transfer of property

The registration dept wrongly listed my property under the ULC act. I was selling my house to someone and was asked to get an NOC to transfer the registration. The Land Dept clearly said that my property is NOT under ULC Act but to get the NOC I have to pay 30,000. I even had to pay Rs 100 to the peon who took the papers from one desk to the other for their sign. After 2-3 trips to the office and constant begging they finally gave me the NOC which should not have been required in the 1st place. Because I live and work in Mumbai, I only had Saturdays I could go to the Hyderabad office. For someone who has to work and doesn't have the time to follow up, we are left with no choice but to pay a price to get the work done.
Another person who had come for the same issue but had their property under ULC Act was asked to pay 2lakhs and he would get the NOC without a hassle. What is the point of having proprties under ULC act if ll it takes is a bribe to get an ok?
