Officer asking bribe for approving my housing plan

I had applied for my housing permission in the month of Jun. I have paid all my taxes and charges for my plan approval. and after roaming for months they are now asking for bribe to approve my house plan. Initially they had misplaced my file and i personally went to office and searched my file and gave them but still they have not processed my documents. now they are asking bribe to clear my file. i am helpless. I am a salaried person and with so much struggle i am constructing my house and these govt people are sucking my blood. please help.
