Paid 1500 to marriage registrar to issue my marriage certificate

Even after submitting all required documents, marriage registrar was reluctant to issue marriage certificate. He told us to go to Police Station and get verified from there that Police had no objection in the marriage. It was his trick to keep delaying the process and suck money from our pockets. I immediately required marriage certificate for my Visa purpose, therefore I had no other way but to cater his demand. He was asking for Rs 2000, but after arguments he agreed to take Rs 1500 and issue the certificate.
