Paid 200 bucks for verification for tatkal passport having all documents

All though i had all my verification documents with me when police came for verification, inspector asked me to pay 200 and i did so because earlier one of my friends didnot get the verification done without paying though he had all the documents,while at the same time another friend's verification was done just coz he paid 200.
