When I went for making my learner license. I enquired in rto office about the process. No one there told me about any thing. I was frustrated. When I came out of office, I was surrounded by brokers asking me what was my purpose of visit. They told me it would take months for making a learners license. but If I pay them they will provide me license in a week. So I had no choice, Hence I paid to a broker in order to make my license.
