Paid a bribe of 500 for name change in electric bill even after all the documents were submitted

In ********** -Khind sub division i had to pay a bribe of Rs. 500 for the name change on electricity bill for the 2nd hand flat i bought.
As per the procedure and documentation list online (official website of MAHADISCOM) all the documents were submitted exactly in the given formats.
Even though the person named Mr. ********** told that i need to submit a quotation form from the sub contractor for the consumption of KW. This document was not listed anywhere still he insisted me to get.
And afterwards he demanded for 500 rs for easy name change.

Finally i had to pay...!!!!!!!!!
