Paid a bribe to allow the Maharashtra Tax Dept to allow me to voluntarily pay tax legally

What more is there to say than the title? After 4 failed attempts at registering for a MVAT/ Sales Excise department, on day 60 of this process - I decided to bite the bullet and pay the Excise Officer at Mazagaon a bribe so we could file my application and I could start paying VAT legally (voluntarily! even though there was no requirement to obtain a VAT license as I had not the revenue requirement).
Till that day, I was in touch with an inspector who insisted on clearing my 'introducers' in the private (and grossly inaccurate) system within the Excise department. After 'failing' two of my introducers and declaring them to be ineligible, he called me to the office. Moreover, I told him on day 4 that we should do it whatever way he needed it. Still he chose to waste more time in anticipation of squeezing a larger bribe out of me. In the end, I went through a CA with good contacts in the department and went through another officer. When I gave my CA the bribe, he said - 'Sir, yaha besharmi se dene ka. Tension mat lo.' I blame the system - as a small business owner, every human touch-point needs a bribe in India. Pathetic state of events.
