In hardoi if u don't pay bribe they will not clear your DL easily.RTO of hardoi had set mediator for taking bribe from people and qiving to RTO they do this opening from the counter,the situation of corruption is going at very high rate ,our government is so silly that all of this work is going under the nose of government and knowing the government is not taking any action ,may be government officials also have some cut in the bribe that's why.
